I think the invitation is open to all since it's on publicly-accessed JNet. ^^
Except they specified the use of "kansei hagaki" - government-issued postcard with the stamp already printed on the card. (...? I just googled ^^;)
I guess it must be the blank postcards issued by the Japan Post only available in Japan? No Word template/e-postcard you can print yourself?

Not entirely sure of this, so if anyone can shed more light on this, I'd be grateful. Thanks. ^^
(Though I think this is only open to those in Japan. ^^;; But maybe if you have friends/relatives there, you can ask them to glue on your creation on the postcard and send it on your behalf. :P)
Anyway, what a fun idea. It'd be interesting to see how they're going to incorporate the drawings in the tour. ^^
